Robert Ash Wallace, Jr. was born on May 26, 1921, in Cordell, Oklahoma. He received a BA in political science at the University of Washington, and a PhD in public administration from the University of Chicago. Wallace became legislative assistant to Senator Paul H. Douglas of Illinois, and then worked as staff director of the U.S. Senate Committee on Banking and Urban Affairs. In 1959, he joined Senator John F. Kennedy's presidential campaign as an economic consultant. After the inauguration, he was appointed to the Treasury Department as Special Assistant to the Secretary, then Assistant to the Secretary (1961-1963), and finally Assistant Secretary of the Treasury for Economic Affairs (1963-1969). In these roles, he coordinated the Treasury Department's economic forecasts and recommendations to the President, supervised the U.S. Mint and the Secret Service, and served as equal employment opportunity coordinator for the agency. Wallace was also a member of the U.S. delegation to the Cotton Textiles Committee conference in Geneva, Switzerland, and the International Wool Study Group, in London, England, both in 1962. After leaving government service, he became an executive at Exchange National Bank in Chicago, and was later named Chairman of the Board of National Bancorp of Arizona. Wallace died on June 8, 2001, in Tucson, Arizona.
This collection contains the professional and personal papers of Robert A. Wallace, focusing on his role as economic consultant to John F. Kennedy's 1960 presidential campaign, and his subsequent work in the Treasury Department during the Kennedy administration. The records date from 1956 to 1982, but the bulk of the material covers 1960 to 1963. The collection has been divided into five series. Series 1: Troika Files contains records pertaining to economic projections, budget hearings and meetings, and various economic issues. Series 2: Chronological Files contains includes copies of Wallace's business letters arranged in chronological order. Series 3: Conference and Meeting Files documents both foreign and domestic meetings and conferences that Wallace attended, including several international trade conferences. Series 4: Correspondence Files consists of Wallace's personal letters and mementos, mainly dated between 1960 and 1964. Series 5: Campaign Files contains records generated during John F. Kennedy's presidential campaign, including speeches, publicity materials, state files, convention planning files, and papers on various economic and fiscal issues.

This series contains Robert A. Wallace's records of his participation in the Troika group, which included members from the Department of the Treasury, the Council of Economic Advisers, and the Bureau of the Budget. The group met periodically to provide economic projections and fiscal policy recommendations to the President. Types of items in this series include memoranda, statistical charts, correspondence, reports, speeches, notes, press releases, and schedules. The records cover topics such as fiscal and tax programs; budget projections, estimates, and summaries; development of administration economic policy; and Troika and Treasury Department organizational procedures. Although most policy discussions focus on the national level, some international economic concerns are also considered.

This series contains materials generated by Robert A. Wallace during his work as economic consultant to John F. Kennedy's 1960 presidential campaign. Types of material include memoranda, speeches, campaign publicity materials, state files, convention planning materials, reports, maps, photographs, and lists of Kennedy for President club members. There are also campaign strategy and issue files on various economic topics, such as the national budget, unemployment, gold, housing and urban development, and depressed areas. In addition to serving as economic consultant, Wallace managed the Kennedy for President Clubs and frequently traveled to western areas of the country to assess local Kennedy organizations. Detailed memoranda in the "Wallace activities" files document his meetings with supporters and delegates in such states as Arizona, Colorado, Idaho, Illinois, Iowa, Kansas, Nebraska, New Mexico, North Dakota, Oklahoma, South Dakota, Utah, West Virginia, and Wyoming. In these endeavors, Wallace worked closely with Ted Sorensen, Edward M. Kennedy, Myer Feldman, and Stephen E. Smith.
